RT809H initialization Fault with MEC1633L

TN-Notebooks

I have a RT809H and use the Adapter RT-BGA169-02 V1.0
and have a Fault Message on my Main Desktop :

Chip may be damaged or encrypted, the Data is not valid. ( Chips new and a Board )

This is the RT809H and the Adapter BGA169-02 V1.0 and the SMSC MEC1633L
Software version 20191201 is 3 times reinstalled as Administrator

Start as administrator
Win7 Ultimat Sp1
Use original USB Cable  , tested on Front , Top and Rear USB Ports
Deinstalled USB driver and installed new by RT809H Software ( During installation  Programmer disconnected )
USB Serial Converter A
USB Serial Converter B
are shown

With Serial Eprom Programmer works normal

On a other Notebook with win 10 1903 MEC1633 also works normal
So only my personal Desktop is affected.
New win 7 installation is NO opinion  ..... to much other software on the system / need to fix it on actual OS

What can be the reason ?

Hello, sir,  you said that the chip was from a new board?? Which means the chip may be encrypted.

The Chips are new and not encrypted.

On a other Notebook (Win10 1903 )  this Set ( Programmer , Adapter , Chips and Software ) works without Faults. I can read/write/Blanc MEC1633L .

This Fault occurs only on my Desktop ( Win 7 Ultimate  SP1 ) - The Problem is on  one local Computer.
Not possible to install new OS.

Any Ideas ?

The Chips are new and not encrypted.

Suggest you uninstall  the RT809H software, delete the catalogue of RT809H, and then reinstall. After that if still can not solve, you'd better deal your computer system.

The RT809H software deleted , complete Folder of RT809H deleted and then reinstall.
Still  not solved.
i have to deal my computer system. Not possible to install new OS  - have to fix existing Installation.
What can cause this Fault ?
