i tried to read  and write or even erase  the i.c 25Q40cl  WINBOND WITH RT809F . But it cant and i saw this massge:
046:  No chip on the adapter, or socket locking not properly!

I tried welding but use lessI send the link to see the screenshot

Wonder if your chip is off the board, or onboard with a clip.
Use a cutter scrap the pins to make it a better contact in either case.
And if it is on board, try to de-solder the chip, flash it without the board.
